2006 was the year of “Grass-roots Basics Construction Year”. According to the unified deployment of the Ministry of Public Security, Public security agencies at all levels worked to strengthen practically the organisation leadership, carry out further investigation and studies, work out the plan for implementation, and attach great importance to the implementation of the measures, which led to the great upsurge in laying special stress on the grass-roots units, laying solid foundation and practising basic skills assiduously. With sustained efforts of public security agencies and police officers at all levels, the practical strength of the grass-roots policing had been promoted, the capability of the public security agencies to safeguard social stability was enhanced, the image of the police was improved, and the relations between the police and the public was promoted, which gained recognition from the state leaders, Party Committees and governments at all levels and praises from the all factors of the society and the public.
