In 2005, to fulfill the demanding task of law enforcement, public security agencies in China extended international policing cooperation by actively participating bilateral and multilateral liaison and exchange with foreign counterparts.
Leaders of the Ministry of Public Security paid visits to a number of foreign countries. Member of Political Bureau and Secretariat of the Central

Committee of the Communist Party of China, State Councillor and Minister of Public Security, Mr. Zhou YongKang paid visits to Germany, Turkey and Kazakhstan to participate the 2nd Conference for Secretaries of Shanghai Cooperation Organization Security Council. As member of delegation leading by Primer Minister Wen Jiabao and later State Councillor Tang Jiaxuan, Vice Minister Meng Hongwei visited Russia twice; he also visited Kazakhstan, Germany, Japan, U.S.A, Vietnam and Australia successively. Other high-level visits including Vice Minister Zhao Yongji's visit to Myanmar, Vice Minister Zhang Xinfeng to Argentina, Uruguay and Cuba, Indonesia, Cambodia, Thailand and Russia; Inspector General Zhu Chunlin to Spain and Portugal; Chief of Political Department of MPS Sun Mingshan to Egypt and Greek; Assistant Minister Zheng Shaodong to France and Austria. At the same time, the MPS hosted visits of dignitaries as Mr. Alberto R. Gonzales, Attorney General of U.S.A; Mr. Karen Tandy, Commissioner of DEA, Mr. Ivanov, Secretary of the Federal Security Council of the Russian Federation; Mr. Murada Yoshi Taka, Commissioner of National Public Safety Commission of Japan; Mr. George, Voulgarakis, Public

Delegations from MPS attended the 74th Interpol General Assembly, the 6th Senior Officials¡¯ Meeting of North Pacific Heads of Coast Guard Agencies forum, Asia-Pacific Regional Ministerial Conference on Counter-Terrorism; the 25th ASEANPOL Conference; series meetings related to Shanghai Cooperation Organization in terms of law enforcement and security. The MPS also hosted the Second International Congress of ASEAN and China Cooperative Operations in Response to Dangerous Drugs.
91 police delegations organized by MPS were sent abroad for cooperative exchange in the field of science, technology and research, and 65 groups of police officers at the managerial level were sent abroad for studying and training. In the same year, 36 projects of inviting foreign expertise were successively accomplished and 70 foreign experts shared their expertise with police officers in China.
6 police liaison officers were seconded respectively to Chinese embassies in UK, South Africa, Republic of Korea, Pakistan and the Philippines.
