In 2005, public security organs formulated and carried out the standards on supplying public funds for public security organs at county level. By 20th of May, all the governments of provinces, autonomous
regions and Municipalities had formulated a/m standards. Comparing with 2004, the total budget for public security organs at county level had increased by 28.8% in 2005.
Increase the financial support to public security organs.
Financial subsidy of 2.4 billion Yuan was provided from central level to grass root public security organs, to assist the work of investigation, equipment development, infrastructure maintaining and narcotics control.
Additional investment of 1.56 billion
Yuan has been put into effect on the construction of facilities for grass-roots public
security organs. The investments were used for the purpose on the constructions of police stations in the western regions, narcotics-control facilities and penitentiaries. The working
conditions of public security organs at the grass-roots level have been improved even further.
Improvements were also made on the research and equipping of new police equipments. The standards
of equipment assembly were formulated for
special police forces. A new series of attires were designed for special police and anti-
riot police. Other specialized police equipments such as vehicles for road-block high-speed installation were brought into R&D; new police rifles,
net launchers and tear-gas spray were equipped to public security forces.
The Ministry of Public Security made a centralized purchase of 7200 police vehicles, which were thereafter dispatched to public security organs at grass-roots level in mid-west region of China. In addition to the 2400 vehicles dispatched in 2004, the goal of dispatching 10000 vehicles to grass-roots level had been successfully achieved.
