In 2005, with the scientific and technological innovations as the motive power, and the application of science and technology as the core, public security authorities further implemented the policy of building up police through science and technology. Science and technology reinforced its support function to the police work and the force buildup.
Pushing forward the work of constructing model cities representing the policy of strengthening the policing by science and technology. The first group of model cities were assessed and evaluated. And the construction of
second group of model cities has been initiated. Moreover, the construction of model counties, districts and stations has been actively promoted.
Popularizing the scientific and technological innovations and achievements. In 2005, one scientific research achievement from public security authorities won the National Invention Prize, 5 key projects won National Award for Science and Technology Progress, 41 scientific research achievements won Science and Technology Award of M.P.S., 254 projects have been listed in the Ministerial Scientific Research Plan, and 13 scientific and technological innovations have been popularized with high priority.
Promoting the major labs construction of public security. Construction plan and evaluation system of the first pilot group of major labs of M.P.S were worked out. 12 key projects in the fields of forensics, material-evidence authentication and
first-aid, have been established and carried out.
Advancing crime prevention
through security equipment and technology. Regulatory framework on security equipment and technology has been improved; meantime urban alarm and surveillance system has been developed. A special research on crime prevention through technology, which is within the framework of construction on urban Situational Crime Prevention (SCP) system, has been carried out and assessed as a pilot program. |
