In 2005, with the objectives of “Reducing accidents, assuring road safety and fluency”, the traffic police agencies firmly implemented the working measures of “Five rectifications” and “Three enhancements”, actively carried out the activity of establishing Road Safety and Fluency County and District, and effectively achieved a decrease of fatal traffic accidents. In 2005, 450,000 road traffic accidents happened across the country causing 99,000 deaths and 470,000 people injured. The rates decreased by 13.1%, 7.8% and 2.3% respectively comparing to the year of 2004.

With the priority of accident prevention, public security agencies carried out special operations of forceful rectification on speeding, overloading of passenger cars, and road transportation of dangerous chemicals, carried out “100 days competition” on fatal traffic accident prevention, strengthened the on-road driving rectification, which effectively prevented and reduced the fatal traffic accident with large number of casualties. In 2005, the rates of deaths in traffic accidents caused by overloading of passenger cars and speeding decreased by 19.5% and 13% respectively comparing to the year of 2004.

Public security agencies strengthened the management on the vehicles and divers. The Ministry of Public Security promulgated a regulation on grade assessment of vehicle management agencies, and carried out the grading work on the agencies. The work of vehicle and diver management was much improved, so was the service provided by vehicle management agencies. An in-depth traffic safety publicity activity of “Five enters”, i.e. to enter countryside, to enter community, to enter enterprises, to enter schools and to enter families was initiated, which greatly expanded the scope of the traffic safety publicity and improved its effectiveness, and further deepened people’s concept of road safety and traffic related legislation.

The technical level of the traffic management was much improved. The information technology was widely used in the work of vehicle and driver management, traffic accident management and punishment of traffic law violations, so were the facilities of traffic monitors, speed detectors and alcohol detectors, which much improved the involvement of the technology in traffic management work.
