The MPS formed 31 supervision and guidance groups to supervise, urge, inspect and guide “the Three Basics” project construction work and went down to the public security agencies in 31 provinces, autonomous regions, direct municipalities, and the Xinjiang Production and Construction Corps, dispatched 10 supervision and guidance groups to make inspection tours in public security agencies nationwide. Public security agencies at all levels also dispatch supervision and guidance groups to grass-roots agencies to inspect and instruct “the Three Basics” project construction work.
