2006 was the first year for the implementation of 11th ¡°Five-year Plan¡± in China. Under the correct leadership of the CPC Central Committee with Comrade Hu Jintao as General Secretary, the Chinese people held high the great banners of Deng Xiaoping¡¯s Theory and the important thoughts of the ¡°Three Represents¡±, implemented the concept of scientific development, with great unity and innovation spirit , pushed forward socialist construction in economy, politics, civilization and society. The national economy maintained steady and rapid development, social undertakings made full progress, overall national strength increased, people's lives improved significantly and the social situation remained stable. China marched on in its way to build up a harmonious society.
2006 was also an extraordinary year in the development of public security work in China. Under the leadership of CCCPC, the State Council, Party Committees and Governments at all levels, public security agencies implemented the spirit of the 16th CCCPC, those of its 3rd, 4th, 5th and 6th Plenary Sessions, and those of a series important speeches made by General Secretary Hu Jintao and other leaders on reinforcing and improving public security work and the build-up of police forces. With thoroughly carrying out the educational campaign of socialist legal concepts as the driving force, the construction of ¡°The Three Basics¡± project as the means, public security agencies pushed on in an all-round way the public security work and the build-up of police forces, fully accomplished the mission of safeguarding various important conferences and made great contribution to consolidating the ruling status of the CPC, maintaining lasting security and stability of the country and safeguarding the safety and happy life of the people.
The public security agencies set up and improved the working mechanism of maintaining the security of the state and the political stability of the society, prevented and combated various illegal activities and crimes according to relevant laws to safeguard the state security and the political stability of the society. Meanwhile, the capabilities of the whole police force were upgraded in relevant respects.
They made in-depth investigation of disputes and conflicts and dealt with them properly, disposed various unexpected incidents according to the laws, while improving the capability of the force in dealing with such cases and consolidated the stable political situation.
Public security agencies carried out thoroughly special operations including combating criminal gangs, homicide clearance campaign, special fighting against robbery, snatch and theft, crackdown on economic crimes and drug trafficking, which pushed forward all-round the construction of the preventing and controlling system for maintaining social order, enhanced the capability of the police force in the respects and improved the people¡¯s sense of safety.
With careful schedule and meticulous work, public security agencies successfully accomplished the safeguard of the important conferences and big events such as the 6th Plenary Session of the 16th CCCPC, the 4th Sessions of the
10th NPC and CPPCC, the SCO Summit, the celebration of the Qinghai-Tibet Railway open to traffic, the China-ASEAN Summit, the Beijing Summit of the Forum on China-Africa Cooperation.
They implemented the community and rural policing strategy, carried out the activity of ¡°Serving the people and defending the borders¡± to enhance and improve the work of exit and entry administration. They also made inspection and checks to look out the hidden dangers in safety in order to wipe them out. Great attention was paid to the ¡°Safe and Smooth Counties and Regions¡± campaign to reinforce the implementation of the ¡°Five Rectifications¡± and ¡°Three Enhancements¡± in traffic control. The capability of the police force was further upgraded. Sound support and fine service were provided for the people¡¯s work, life and the economic and social development.
They carried out firmly the educational campaign of socialist legal concepts and the special rectification of law enforcement and improved justice and fairness to enhance the construction of executive body in public security agencies and reinforce education and training in the force, which promoted its standardization. The overall quality of the force, their law enforcement level and capabilities to communicate with the community were improved distinctively. The ethics and discipline of the force were also upgraded remarkably and the relationship between police and people greatly improved.
With the implementation of ¡°the Three Basics¡±, namely ¡°putting Special Stress on the Grass-roots Public security agencies, Laying A Solid Foundation and Practising Assiduously the Basic Skills¡±, difficult problems that restricted the construction in grass-roots units were solved, the conditions for policing supports improved, and their capabilities were strengthened and upgraded.
The year of 2007 is of great importance to the CPC and in the history of China, when, the 17th National Congress of CPC will be held and the preparation for the Beijing Olympic Games has come to its crucial period. It is also a crucial year for the construction of ¡°the Three Basics¡± 3-year project for the Chinese public security agencies. Chinese public security agencies will meet the unprecedented opportunity, while facing the corresponding challenges as well. Public security agencies will be guided by Deng Xiaoping¡¯s Theory and the important thought of the ¡°Three Represents¡±, and by the concept of scientific development, and further implement the spirit of the 6th Plenary Session of the 16th CCCPC, the CCCPC Working Meeting on Economy, the National Conference on Political and Legal Work and the National Public Security Working Conference on ¡°the Three Basics¡± Project Construction. With building a harmonious socialist society as the final goal, making efforts to maximise the harmonious factors and minimise
the disharmonious ones, proactively dissolving the social conflicts
and promoting further ¡°the Three Basics¡± Project Construction as the
means, the public security agencies must surely reinforce the
manpower in the grass-roots units, work hard and lay a firm
ideological foundation for enforcing laws for the people, enhance
the strength and vitality in the grass-roots units and improve law
enforcement and service for the people, so as to satisfy the police
officers in grass-roots units, the community and the governments at
all levels. All in all, public security agencies will make every
effort to create a harmonious and stable social environment for the
successful convening of the 17th
National Congress of CPC and the smooth and safe progress of the
2008 Beijing Olympic Games.
